City of Rio Dell
About the Position
The City of Rio Dell is seeking an experienced and dedicated professional to serve as our City Clerk. Working in the City Manager’s Department, you'll play a vital role in key administrative functions of the city including supporting our legislative functions, serving as the official record keeper of the city, providing public information services, and more.
This position offers extensive independence and the opportunity to work directly with the City Council, City Manager, and community members. You'll serve as a key liaison between city government and the public while maintaining the integrity of our official records and democratic processes.
Key Responsibilities
Records Management & Legislative Support
• Manage and maintain all permanent city records, including resolutions, ordinances, agreements, deeds, and historic documents
• Update and codify the Rio Dell Municipal Code
• Serve as Secretary and Parliamentary Advisor to the City Council, Planning Commission, and other committees
• Prepare agendas, public notices, and meeting minutes
• Coordinate use and operations of the Council Chambers
Public Information & Communication
• Serve as the primary public information coordinator for the city
• Research and provide information to the public in a courteous and timely manner that complies with state law
• Generate media advisories and design web content
• Act as Lead Public Information Official during emergency operations center (EOC) responses
Elections & Compliance
• Serve as City Election Official for all municipal elections in accordance with state law
• Manage FPPC statements, conflict of interest filings, and campaign statements
• Process candidate filings and ensure compliance with election regulations
Administrative Functions
• Receive and process complaints, claims, subpoenas, summons, and appeals
• Provide administrative support to the City Manager
• Set public hearings when appropriate
• Conduct research, draft agendas and conduct special projects as assigned
• Provide administrative support to the Building Department
• Assist with the Human Resources and Risk functions
Qualifications
Knowledge:
• Comprehensive understanding of city codes, resolutions, ordinances, and policies
• Expertise in public agency record keeping and municipal elections
• Strong knowledge of municipal structure, budget management, and agenda processes
Strong understanding of open meeting laws and a commitment to transparency
• Proficiency in parliamentary procedure and conflict of interest regulations
Skills:
• Excellent listening, written and oral communication abilities
• Proficiency with technical office equipment and computer software applications
• Strong organizational skills with attention to accuracy and detail
• Ability to work effectively with diverse populations
• Capable of managing multiple priorities under time-sensitive deadlines
• Personnel training and supervision experience
• Critical thinking and problem-solving abilities
• Records digitization
Abilities:
• Facilitate municipal elections in compliance with state and local laws
• Read, write, and comprehend English grammar and spelling efficiently
• Communicate effectively and concisely, both orally and in writing
• Perform basic to advanced computer skills including but not limited to email, word processing, spreadsheet, teleconferencing, report writing and public presentation materials
• Apply common sense understanding to carry out detailed written or oral instructions
• Exercise tact, discretion and sound independent judgement
• Maintain confidentiality and provide public service with professionalism and integrity
• Establish cooperative working relationships with elected officials, staff and the public
• Provide parliamentary procedure guidance to elected and appointed officials during meetings
Desired Education & Experience:
• Bachelor's degree in Business, Political Science, Computer Information, Communications, Accounting, or related field (desired)
• Experience in a municipal Clerk's office (or equivalent combination of training and experience)
Additional Requirements:
• Possession of, or ability to earn Certified Municipal Clerk designation within four years of hire
• Valid Class C California State Driver's License is required
• Commitment to ongoing professional development and staying current with best practices

• 80 hours of annual Administrative Leave
