Job Description

Community Association Manager (CAM)

Overview

The Community Association Manager (CAM) is responsible for the overall administration, operation, and management of a condominium, homeowners association (HOA), or master association. The CAM acts as the primary liaison between the Board of Directors, homeowners, vendors, and regulatory agencies, ensuring the community is maintained in compliance with governing documents, state laws, and board policies.

Key Responsibilities
Administrative & Governance

Serve as the primary point of contact for the Board of Directors

Implement and enforce governing documents (Declarations, Bylaws, Rules & Regulations)

Prepare and distribute meeting notices, agendas, and minutes

Attend board meetings and annual membership meetings

Maintain official association records and correspondence

Ensure compliance with state statutes (e.g., Florida Statutes 718, 720, or 719 where applicable)

Financial Management

Assist with preparation of annual budgets and financial forecasts

Monitor accounts receivable and payable

Coordinate collections, late notices, and liens (with legal counsel)

Review monthly financial reports and present to the Board

Approve invoices and track expenditures within board-approved limits

Work with accountants and auditors as needed

Maintenance & Operations

Oversee day-to-day property operations

Conduct regular property inspections

Identify maintenance needs and recommend corrective actions

Obtain bids and manage vendor contracts

Supervise vendors, contractors, and on-site staff

Coordinate capital improvement projects and reserve items

Vendor & Contract Management

Solicit competitive bids for services

Negotiate and manage service contracts

Ensure vendors meet insurance, licensing, and performance requirements

Monitor quality of work and resolve service issues

Resident Relations

Respond to homeowner inquiries and concerns professionally and timely

Enforce community rules fairly and consistently

Coordinate violation notices and compliance follow-ups

Mediate disputes between residents when appropriate

Communicate community updates and notices

Risk Management & Compliance

Ensure proper insurance coverage is maintained

Report incidents, accidents, and claims promptly

Coordinate safety inspections and emergency preparedness

Maintain compliance with local, state, and federal regulations

Qualifications

Active Community Association Manager (CAM) license (state-required)

Knowledge of condominium and HOA laws and governing documents

Strong organizational, communication, and leadership skills

Financial literacy and budgeting experience

Ability to manage multiple priorities and deadlines

Proficiency in property management software and Microsoft Office

Customer-service oriented with professional demeanor

Physical & Work Requirements

Ability to attend evening meetings

Regular on-site inspections involving walking and standing

Occasional emergency response availability

Reporting Structure

Reports directly to the Board of Directors
